Regional Joint Pollution Control, Key Methods for Atmospheric Pollution Prevention

In recent years, atmospheric pollution of China has worsened from local pollution to regional pollution which becomes more frequent, especially in Beijing-Tianjin-Hebei Region, Yangtze River Delta and Pearl River Delta. Regional pollution is closely related to extensive economic development method and irrational industrial structure. Development of each city by itself without cooperation leads to failure of forming regional pollution control joint force. However, regional linkage is an important method to prevent atmospheric pollution in seriously polluted regions. Insiders point that administration method plays a limited role and that it is necessary to control atmospheric pollution through market regulation.

It’s worth noting that China has set Beijing-Tianjin-Hebei Region, Yangtze River Delta and Pearl River Delta as major regions for joint atmospheric pollution prevention and control, and required to actively promote joint atmospheric pollution in Central Liaoning, Shandong Peninsula, Wuhan and its surroundings, Changsha-Zhuzhou-Xiangtan, Chengdu and Chongqing, West Coast of Taiwan Strait.

Detailed Rules for Implementation of Atmospheric Pollution Prevention Plan in Yangtze River Delta has been issued and key work tasks in 2014 have been confirmed in it. The same reduction standards are confirmed in Jiangsu, Zhejiang and Shanghai. By 2017, PM2.5 concentration in Shanghai, Jiangsu and Zhejiang will be reduced by about 20% on 2012 basis and average PM10 concentration in Anhui Province is required to reduce by more than 10% than that in 2012. Currently, atmospheric pollution prediction and forecast center is under construction in Yangtze River Delta, based on Shanghai, assisted by the three provinces and under the support of Ministry of Environmental Protection. Now, Jiangsu Province is promoting E-card with environmental protection mark of Nanjing, which is expected to be fully promoted in Yangtze River Delta in the future. By mutual recognition through environmental protection mark, non-local punishment can be given to emission vehicles in Yangtze River Delta.

In terms of Beijing-Tianjin-Hebei regional linkage, air quality forecast warning platform and regional serious air pollution warning consultation mechanism will be established in Beijing-Tianjin-Hebei Region and surrounding regions. Regional oil product standards will be unified in Beijing-Tianjin-Hebei Region and six surrounding provinces and cities this year and next year, striving to unify fuel oil of V standard of supply countries.

Guangdong Province is also conducting joint regional atmospheric pollution prevention and control, and implementing clean air action plan in Pearl River Delta, reducing total emission amount of major pollutants as well as establishing regional atmospheric pollution prevention joint conference system in Pearl River Delta. Average air quality standardized day ratio in Pearl River Delta reaches 76.3% in 2013, 83.6% in the first half of the year, showing improvement tendency.

Insiders point out that seen from the current situation administrative methods play a limited role. It is necessary to let the market determine resource allocation and deploy role of economic measures realize regional energy conservation and emission reduction, improve energy consumption structure and eliminate outdated capacity, promote industry upgrading of different regions as well as realize organic integration of economic benefits, ecological environment benefits and social benefits.
