Actual Implementation of Coal Power Energy Reduction against Market Size of RMB 40 Billion

National Video and Telephone Mobilization Conference of Upgrading and Reconstruction of Coal Power Energy Conservation and Emission Reduction was held on October 9. National Energy Administration and Ministry of Environmental Protection clearly proposed that access conditions for new units of energy efficiency and environmental protection will be strictly controlled, thermal power layout will be rationally planned and that annual thermal power construction scale for regions with tool low power utilization hours (less than 4500 hours) will be strictly controlled. Meanwhile, reconstruction and upgrading of existing units must be completed and elimination of outdated units with high energy consumption and severe pollution should be accelerated. For the move, many insiders believe that the state is quite serious about upgrading and reconstruction of coal power units in energy saving and emission reduction. The severer waste emission control standards put higher requirements on dedusting, desulfurization and denitration technologies, and it is estimated that more than RMB 40 billion of re-construction market will be brought.

In order to ensure the completion of upgrading and reconstruction, National Energy Administration will formulate assessment methods jointly with relevant departments to make annual assessment to coal power energy conservation and emission reduction of provincial and central-government power generation enterprises and give notification to those which have not completed target tasks well and negotiate with relevant principals.

Zhai Qing, Deputy Minister of Ministry of Environmental Protection, introduced at the conference that coal power industry remains to be one of the industries with greatest influence on atmospheric environment. In 2013, emission of sulfur dioxide, nitric oxide and smoke dust in China accounts for 38%, 43% and 17% respectively in coal power industry.

Zhai Qing said that environmental protection departments should promote coal power energy conservation and emission reduction from four aspects: firstly, strictly implementing the lately issued emission charging regulations and different charging policies; secondly, making study on policies and measures, and cooperating with relevant departments to study and improve incentive policies for increasing generating utilization hours, capital reward and price incentive for coal power units with ultra-low emission; thirdly, permitting electric power enterprises to use extra indicators in new project construction through ultra-low emission reconstruction and encouraging listing and trading of surplus indicators; fourthly, coordinating relevant departments to improve enterprise performance assessment system and providing rewards for enterprises which have been deeply implementing ultra-low emission reconstruction and relevant principals.

Analysts from Merchants Securities also pointed out that requirement for further reduction of power-supply energy consumption will bring new application space for energy conservation technology in coal-fired generating boiler furnace and there is increased demands for both boiler energy conservation establishment and reconstruction projects. However, requirements for emission concentration of atmospheric pollutants of coal-fired generating units is severer than before, which have been improved for third times during the “12th Five Plan”. Market for desulfurization, denitration and dedusting reconstruction of coal-fired units rises again and total market space is estimated to be RMB 40.5 billion.
